Shri Dilip Rath was born in 1954 and belongs to the State of Odisha, India. He did his graduation in Economics with Honours and completed his Masters in Economics from Jawaharlal Nehru University. Later he went on to do M.Sc. in Economics in London School of Economics.

He joined the Indian Administrative Service in 1979 and served in different capacities under the State Governments of West Bengal and Odisha and the Central Government.

He was Joint Secretary in the Department of Animal Husbandry, Dairying and Fisheries, Government of India from 2008 to 2010. He handled works relating to dairying, cattle/buffalo development and was responsible for implementation of the Central Government’s schemes, viz., National Project on Cattle and Buffalo Breeding, Intensive Dairy Development Programme, Clean Milk Production, Assistance to Cooperatives, besides being the Divisional Head of 12 Cattle Development Organizations under Central Government. He was the Chairman of Delhi Milk Scheme’s Management Committee and was a Director on the Board of National Dairy Development Board, India. He was responsible for monitoring of the milk situation in the country in the context of inflation of essential commodities. He was closely involved in project conceptualisation and formulation of the National Dairy Plan.

Mr Rath joined the National Dairy Development Board, India as its Managing Director on December 1, 2011 after taking early retirement from the Indian Administrative Service. He acted as Mission Director in the World Bank assisted scheme, National Dairy Plan which was implemented by the Govt. of India through National Dairy Development Board, India.
