1. ELIGIBILITY AND QUALIFICATION REQUIREMENTS
The bidders must meet the following minimum qualifying criteria for each pack :-
The bidder, in the same name and style, should be in business for at least for five years at the time of bid opening. In case of change of name of the bidder by merger / acquisition / change in status, the bidder may be eligible based on the documentary evidence.
The bidder should have valid registration under various acts that may be applicable for the contract proposed. This shall include but not limited to Income Tax, Companies Act, Excise Duty, Sales Tax, Works Contract Tax, Service Tax, Employees State Insurance, Contract Labour, Provident Fund etc.
The bidder’s annual financial turnover in the same name and style during any one of the last five financial years should not be less than 30% of the estimated value of contract for each pack.
In the event of merger or acquisition causing changes in the name of the bidder during the last five years such bidder shall also arrange to submit the financial turnover in the old name as well as present Group Company (overseas or domestic).
The bidder in the same name and style should have successfully executed / completed contracts of similar nature during the last five years ending last day of the month previous to the month in which the bid is opened.
One contract / work of similar nature costing not less than 25% of the estimated value of the contract.
Bidder should submit copies of completion certificate along with the copies of purchase orders / contracts / agreements towards proof of their eligibility and qualification requirements.
In addition to the above the following information / documents should also be submitted by the bidders towards eligibility requirement:
- Copy of the Income Tax Returns for three previous years in original or certified true copies, along with Permanent Account No for income tax purpose.
- Solvency certificate as per format for at least 20% of the estimated pack-wise cost ( combined estimated cost for more than one pack) of the work in the financial year in which the bid is opened or in previous financial year.
- Copy of TDS Certificate issued by the clients to substantiate the claim for the value of works executed in the private sector.
- Bidder/sshall furnish a certified copy of the Annual Report for the previous completed five years (audited Balance Sheet and Profit & Loss Account).
2. Purchase of Bidding Document
Interested eligible bidders may obtain further information from National Dairy Development Board, P.B. No. 9074, Western Express Highway, Goregaon (East), Mumbai – 400 063. Details can also be had from web: http://www.nddb.org
Interested bidders can purchase the bidding documents either in person or by mail on a written request, in their letter heads, submitted/furnished in duplicate along with a non-refundable tender fee as specified above.
Each set of bidding document may be purchased by any interested eligible bidder in person on payment of non-refundable tender fee by demand draft (amount as indicated above) between 14.00 hours and 16.00 hours on any working day (Monday to Friday) except Public Holidays. The bidding document can also be sent by mail with an additional amount of Rs.250/- towards inland courier charges. The crossed demand draft shall be in favour of National Dairy Development Board, payable at Mumbai. Tender fee by cash and cheques are not acceptable. NDDB shall not be responsible for any delay in receipt of the bidding document, sent by Mail.
3. Downloading the Document
- The bid documents will also be available in the website at http://www.nddb.org and can be downloaded and used as bidding documents for submitting the offer. Separate remittance specified above shall have to be enclosed in the form of crossed demand draft, drawn in favour of National Dairy Development Board, payable at Mumbai, towards non-refundable cost of the bidding documents. This is in addition to the earnest money and should be separately enclosed with the offer, on or before the due date for submission, otherwise the offer will be treated as invalid.
- It is hereby brought to the notice of all bidders that if any change/additions/ deletions/alterations are found to be made by them in the bidding document and the same is subsequently noticed at any stage, even after award of the contract, the bidders are liable for all consequences thereof and NDDB shall be free to take suitable action as deemed necessary.
4. Submission of bid
The bidders, who purchase the bidding document, are eligible for submission of bids in their names only. Bidders shall submit bids in two parts. “ Part 1 “ will be Technical bid which will include all technical details, all commercial terms & conditions except price and “ Part 2 “ will be Price bid . Bidders shall submit “ Price Bid” in a separate sealed cover. Bidder along with their technical bid should also submit a copy of the price bid without showing the prices quoted.
5. Bid Security/Earnest Money Deposit (EMD)
All bids must be accompanied by bid security (EMD) should be in the form specified in the bidding document . The Earnest Money Deposit should be submitted along with the technical bid (Cover I) .
Bids not accompanied with EMD, shall be summarily rejected.
6. Opening of Bids
All the bidders should submit their sealed bids in cover I - Technical Bid and cover II – Price Bid. The technical bid (cover I) shall contain all the details EXCEPT FOR THE PRICE. After evaluating the technical bid and confirming the requirements, the eligible bidders shall be notified the option of submitting the second stage price bid. The date of opening of Price Bid shall be communicated and shall be opened in presence of all eligible bidders.
7. Rights Reserved by NDDB
National Dairy Development Board does not bind itself to accept the lowest bid. NDDB reserves the right to award the job either in part or full. NDDB at its sole discretion and without assigning any reason thereof, also reserves the right to accept any/or reject any or all bids.
