The National Dairy Development Board (NDDB) for and on behalf of Bihar State Cooperative Milk Producers’ Federation Ltd., Bihar (COMPFED) invites sealed bids from reputed eligible bidder for the following:

( In short Pack-1 contains the entire balance civil work & Pack-2 is a slice/ part of Pack-1, which excludes the Powder Plant & Powder Store, Aseptic Packaging Station & the Hard Park between these blocks )

1. ELIGIBILITY AND QUALIFICATION REQUIREMENTS
   
   Minimum Eligibility Criteria: For the purpose of bidding, the bidder shall meet the following minimum qualifying criteria:
   
   

   Description	Requirement
   The bidder, in the same name and style, should be in business as civil works contractor at least for five years at the time of bid opening.	Minimum period off last 5(Five) years
   The bidder’s annual financial turnover in the same name and style during each of the last three financial years, ending 31st March of the previous financial year, shall not be less than 30% of the estimated cost of contracts.	30 % of the estimated cost
   The bidder in the same name & style shall have successfully executed /completed contracts of similar nature during the last five years ending last day of the month previous to the month in which bid is  opened, either of the following: - Three contracts/works of similar nature each costing not less than the amount equal to 20% of the total estimated cost of the contract.   OR Two contracts/works of similar nature each costing not less than the amount equal to 25% of the total estimated cost of the contract.   OR One contract/work of similar nature costing not less than the amount equal to 40% of the total estimated cost of the contract. Note: 1) “Similar Work” referred above shall mean Civil and                Structural work pertaining to Buildings/projects.	As mentioned in the description
   The bidder shall have valid registration under various Acts that may be applicable for the contract proposed. This shall include but not limited to Income Tax, Companies, Excise Duty, Sales Tax, Works Contract Tax, Service Tax, Employee State Insurance, Contract Labour, Provident Fund etc. The bidder shall furnish a copy of the income tax returns for the minimum three previous years in original or certified true copies along with Permanent Account Number (PAN) for income tax purpose.
   Solvency certificate as per format at Section IX, SL. no 5 of this bidding document for at least 20 % of the estimated cost of the contract from their bankers for the financial year in which bid is being opened.	Minimum 20% of  estimated cost

   
   
2. Purchase of Bidding Document
   
   

   Interested eligible bidders may obtain further information from National Dairy Development Board, Block DK, Sector 2, Salt Lake, Kolkata 700 091. Phone no.: 033 - 2359 1884 to 1887, Fax no. - 033 - 2359 1883.  Details can also be had from web: http://www.nddb.org

   Interested bidders can purchase the bidding documents either in person or by mail on a written request, in their letter heads, submitted/furnished in duplicate along with a non-refundable tender fee as specified above.

   One set of bidding document (original) may be purchased by any interested eligible bidder on payment of non-refundable tender fee (as indicated above) plus Rs.250.00 towards inland Courier charges, if required by Mail by a crossed demand draft in favour of National Dairy Development Board, payable at Kolkata, either in person or by mail, between 14.00 hours and 16.00 hours on any working day (Monday to Friday) except public holidays.  Tender fee by cash and cheques are not acceptable.  NDDB shall not be responsible for any delay in receipt of the bidding document, sent by Mail.
   
   
3. Downloading the Document :
   
   (a) The bid documents will also be available in the website at http://www.nddb.org and can be downloaded and used as tender documents for submitting the offer. Separate remittance specified above shall have to be enclosed in the form of crossed demand draft, drawn in favour of National Dairy Development Board, payable at Kolkata, towards non-refundable cost of the tender documents. This is in addition to the earnest money and should be separately enclosed with the offer, on or before the due date for submission, otherwise the offer will be treated as invalid.
   
   (b) It is hereby brought to the notice of all bidders that if any change/additions/ deletions/alterations are found to be made by them in the tender and the same is subsequently noticed at any stage, even after award of the contract, the bidders are liable for all consequences thereof and NDDB shall be free to take suitable action as deemed necessary.
   
   
4. Submission of bid
   
   The bidders, who purchase the bidding document, are eligible for submission of bids in their names only.
   
   
5. Bid Security/Earnest Money Deposit (EMD)
   
   

   All bids must be accompanied by bid security (EMD) should be in the form specified in the bidding document.

   Bids not accompanied with EMD, shall be summarily rejected.
   
   
6. Opening of Bids
   
   

   Bids will be opened in the presence of those bidders or their authorised representatives who choose to attend at the office of the Bihar State Co-op Milk Producers’ Federation Ltd ( COMPFED), Dairy Development Complex, PO: Bihar Veterinary College, Patna -800 014.

   (It may be noted that COMPFED is providing logistic support only to receive & open the bids at their premises, all other activities in connection with this bid will be performed from and by National Dairy Development Board, Kolkata.)
   
   
7. Rights Reserved by NDDB
   
   National Dairy Development Board does not bind itself to accept the lowest bid.  NDDB reserves the right to award the job either in part or full.  NDDB at its sole discretion and without assigning any reason thereof, also reserves the right to accept any/or reject any or all bids.
