1) Eligibility and Qualification requirements

The bidders must meet the following minimum qualifying criteria:-

Supply, erection, testing & commissioning of civil, structural, mechanical & electrical works for augmentation of existing effluent treatment plant (Final augmented capacity 3500 CuM per day i.e 35LLPD) at Banas-III Dairy Project,Banaskantha District Cooperative Milk Producer’s Union Limited, Palanpur (Gujarat) - Ref. No. NDDB:HO:PUR:LCB:04/2009  

  1. The bidders should be in business as turnkey contractor for effluent treatment plant including its buildings, equipment and piping etc. in the same name and style for a period of minimum 5 years, at the time of bid opening. In case of bid by joint venture or consortium of parties not more than two, at least one of the parties should be in business as contractor for effluent treatment plants in the same name and style for a period of minimum 5 years & other should be in business as civil contractor for civil construction including buildings, drainage line, piping etc. in the same name and style for a period of minimum 5 years. Either of the parties should meet minimum annual turnover specified hereunder.

  2. Bidder’s annual financial turnover in the same name and style during each of the last three financial years (2005-06, 2006-07 and 2007-08) shall not be less than Rs.150.00 lakhs (minimum). In case of bid submitted by joint venture or consortium of parties, at least one party should meet the annual financial turnover.

  3. Bidders  must  have successfully completed during the last ten years, in the same name and style at least one job of similar nature (ETP/CETP / Sewage Treatment Plant for Industrial Units) and of value not less than Rs.150.00 lakhs (minimum). In case of bid submitted by joint venture or consortium of parties, ETP Contractor as one joint venture partner  must  have successfully completed during the last ten years, in the same name and style at least one job of similar nature (ETP/CETP / Sewage Treatment Plant for Industrial Units) and of value not less than Rs.150.00 lakhs (minimum).

  4. Solvency Certificate for the current financial year of at least 20% of the estimated cost. In case of bid submitted by joint venture or consortium of parties, parties shall submit Solvency Certificate for the current financial year of at least 20% of the estimated cost.

  5. In case of joint venture or a consortium of parties, certified copy of ‘Memorandum of Understanding’ reached between the parties defining the extent of their participation in execution of the contract should be submitted.
Important Note:
  • Where the works are executed for a private company, the bidder/s, in support of their eligibility should submit a copy of the relevant TDS Certificate (Tax Deducted at Source) received from their clients for the works executed by them, which shall form basis for assessing the value of the completed work. 

  • Bidders shall furnish a certified copy of the Annual Report for the previous completed three years (audited Balance Sheet and Profit & Loss Account) along with their PAN for assessing the annual financial turnover.

  • Registartion  no. for VAT/Sales Tax & Service Tax shall not be mandatory for deciding eligibility requirement, however successful bidder shall be required to submit registration  no. for VAT/Sales Tax & Service Tax or proof of “Applied For” before release of any payment to the party.

2) Purchase of Bidding Document

Interested bidders can purchase the bidding documents either in person or by mail on a written request, in their letter heads, submitted/furnished in duplicate along with a non-refundable tender fee as specified above.

Each set of bidding document  may be purchased by any interested eligible bidder on payment of non-refundable tender fee (as indicated above) plus Rs.250/-  towards inland Courier charges, if required by Mail by a crossed demand draft in favour of National Dairy Development Board, payable at Anand, either in person or by mail, between 14.00 hours and 1600 hours on any working day (Monday to Friday) except public holidays.  Tender fee by cash and cheques are not acceptable.  NDDB shall not be responsible for any delay in receipt of the bidding document, sent by Mail.

3) Downloading the Document

  • The bid documents will also be available in the website at http://www.nddb.org and can be downloaded and used as tender documents for submitting the offer.  Separate remittance specified above shall have to be enclosed in the form of crossed demand draft, drawn in favour of National Dairy Development Board, payable at Anand, towards non-refundable cost of the tender documents.  This is in addition to the earnest money and should be separately enclosed with the offer, on or before the due date for submission, otherwise the offer will be treated as invalid.

  • It is hereby brought to the notice of all bidders that if any change/additions/deletions/alterations are found to be made by them in the tender and the same is subsequently noticed at any stage, even after award of the contract, the bidders are liable for all consequences thereof and NDDB shall be free to take suitable action as deemed necessary.

4) Submission of bid

The bidders, who purchase the bidding document, are eligible for submission of bids in their names only.

5) Bid Security/Earnest Money Deposit (EMD)

All bids must be accompanied by bid security (EMD) should be in the form specified in the bidding document. 

Bids not accompanied with EMD, shall be summarily rejected.

6) Opening of Bids

The bids will be opened in the presence of the bidder’s representatives on the date and time specified above, at the office of NDDB Anand.

7) Rights Reserved by NDDB

National Dairy Development Board does not bind itself to accept the lowest bid.  NDDB reserves the right to award the job either in part or full.   NDDB at its sole discretion and without assigning any reason thereof, also reserves the right to accept any/or reject any or all bids.
